We, the undersigned organizations, urge you to confirm Ambassador Mark Green as the next Administrator of the United States Agency for International Development. A Senate-confirmed appointee at the helm of our lead development agency is essential to advancing U.S. development goals and ensuring that our foreign assistance is accountable and sustainable. Ambassador Green is a strong and experienced leader with a proven commitment to effective results-based development.
During his time in Congress, Ambassador Green played a crucial role in the creation of PEPFAR and MCC. These agencies display a strong commitment in mitigating critical global issues such as HIV/AIDS and poverty. In addition, the formation of these institutions has changed the discussion on how best to deliver effective U.S. foreign assistance by focusing on good policies, country ownership, and results. As a forceful advocate for international development, Ambassador Green has long supported American leadership in foreign assistance through his experience as Ambassador to Tanzania particularly focused on successful programs such as the President’s Malaria Initiative, and through his grassroots work as an English teacher in Kenya. Additionally, as President of the International Republican Institute, Ambassador Green understands the importance of democracy and good governance programs, and recognizes that a results-focused approach to development is essential to USAID’s mission and the United States’ national interest.
USAID, with bipartisan support from Congress, has made significant progress towards becoming a results-driven agency by improving the effectiveness and transparency of U.S. foreign assistance. The agency is conducting higher-quality monitoring and evaluation to inform decision-making, coordinating with other agencies, donors, and partner countries to reduce gaps and redundancies, and demonstrating a greater commitment to data transparency. USAID needs a Senate-confirmed Administrator who can work with Congress and other agencies to implement and institutionalize those gains and to ensure the continued elevation of development alongside defense and diplomacy as a vital form of global engagement to improve the lives and well-being of men and women around the world.
During Ambassador Green’s Senate Confirmation hearing, it was clear that he enjoys broad bipartisan support. Confirmation of the next USAID Administrator is critical and of high importance in ensuring the United States is best positioned to help tackle the many humanitarian needs and crises across the globe.
We urge you to quickly vote to confirm Ambassador Green in the Senate Foreign Relations Committee and work promptly to schedule floor time for a vote to confirm Ambassador Green as soon as possible to sustain strong U.S. leadership on development programs and the accountability of our foreign assistance resources.
